Politieagent Jack Stone orkestreert doelbewust een bankoverval om in de gevangenis te komen met de beruchte Russische maffiabaas Balam. Balam is een zeer sluwe en gevaarlijke misdaadbaas die de politie beheert vanachter de tralies. Zijn cel is een royale eigen kamer speciaal voor hem gebouwd en ontoegankelijk voor de meesten. Zelfs de bewakers zijn bang om zijn gebied in de gevangenis te betreden. Balam weet echter niet dat Jack wraak komt nemen op zijn familie die door hem in koele bloede is vermoord.
